Provides assistance with shelter and utility cost to low income Native American families who have experienced an unanticipated break in income and/or other extenuating circumstances. Applicants must reside in the MCN jurisdictional service area with preference given to Muscogee (Creek) citizens. Income based. This program provides counsel, advocacy, referrals, and promotes self-sufficiency and financial stability.
BREAK IN INCOME:
Lay off, reduction in hours, medical issues which has caused the applicant to miss work. Break must not be the applicant’s fault (quit, fired, etc.).
Death of a household member (must have contributed income), family emergency, separation/divorce, car repairs, medical expenses, homeless, relocation.
NOT CONSIDERED A BREAK OR EXTENUATING CIRCUMSTANCE:
Car maintenance, service charge for ac unit, homeless due to MCN Housing Rehab, child care expenses, school expenses, in prison needing assistance, license reinstatement/renewal, attorney fees, court cost/fines, sharing a room/renting a room from a relative.
Assistance is to prevent foreclosure due to an unanticipated break in income, not due to personal fault. Payment for mortgage and/or utilities shall be made directly to the lender or vendor. Property taxes may be considered. Assistance may be paid up to $5,000 in a lifetime.
Should a natural disaster, such as a fire, flood, tornado, hurricane, earthquake, etc., displace a family, and the applicant must continue paying their mortgage payment and rent for being displaced, assistance may be paid up to $5,000 in a lifetime. Assistance may be used in conjunction with the Natural Disaster Program, if eligible.
Assistance is to provide shelter and utility costs to applicants who have an unanticipated break in income, not due to personal fault, or to applicants who are homeless and seeking assistance with rent and utility deposits. Applicants requesting assistance must have the ability to maintain expenses. Applicants applying due to being homeless shall not receive assistance for consecutive years. Assistance may pay up to $1,200 per incident per year and not to exceed $5,000 in a lifetime.
Assistance may be provided up to six (6) months for Muscogee (Creek) citizens who are unable to work due to health related issues. Applicant must have been employed prior to health condition.
Should a natural disaster, such as a fire, flood, tornado, hurricane, earthquake, etc., displace a family, Rental Assistance may be used in conjunction with the Natural Disaster Program, if eligible.
CHILD WELFARE CASES:
Assistance is to provide shelter and utility costs to applicants who have a documented threat of removal or attempting to have their removed children returned. Assistance may be provided up to six (6) months on a one time basis. Applicants will be expected to have employment and pay towards bills.
BASIC REQUIRED DOCUMENTATION:
- Copy of citizenship card or printout from the MCN Citizenship Office for all household members. Driver license/ID or birth certification will be accepted for non-Indians.
- Copy of social security cards for all household members.
- Copy of income verification for household members.
- Documentation of break.
- Proof of shelter expense and utility bills, in which the applicant is requesting assistance with.
- Ownership of property.
- W-9 (only required if payment is made towards a landlord).
- Additional information may be required, depending on the situation.
APPLICANTS SHOULD NOT WAIT FOR THE DAY OF CUTOFF, EVICTION, ETC., TO REQUEST ASSISTANCE
DUPLICATION OF SERVICES:
The Social Services Department defines duplicate assistance as assistance previously provided to an applicant through the Social Services Department within the last 12 months.
Should an applicant not have paid their bill on their own within the last 6 months, he/she will be required to pay a portion towards their bill in order to receive assistance from the Social Services Department.
ABILITY TO MAINTAIN:
Applicants must provide income verification to prove they can continue shelter, utility, and other living expenses. Rent cannot be more than 30% of gross monthly income.
Once all required documentation has been received, the social worker has three days to complete the application.
